Dan, I hate to use these industry jargon terms, but...

I start with an ear twist on a red (or whatever) balloon about half inflated, then a bird body about as long as the width of my three middle-est fingers (the front of the car), then another ear twist, then a bubble about as long as the width of one finger (the side of the car), then another ear twist, another bird body (for the back), another ear twist, and another small bubble back to the beginning. Rip off whatever is left of the red (or whatever balloon). Add the windshield and rip off what's left of the white balloon. Making the four tires is kinda tedious - try to have something interesting to say! - but just twist them onto the ear twists. You can challenge yourself to get four tires out of one 260 balloon, but I prefer to get two out of a balloon and not stress myself out.

Do a little marker work, and, as the French say, "Vi O la!"

Have a fun day, Dan!

Awesome! I needed a better car. I do a one balloon drag racer. I am not sure how you did this one, but I tried and succeeded in coming up with a close second. I will definitely use this! Thank you.
